So I talked to Safelite they can replace the regulator if they can get the new part. If it has to be sent out to be remanned they have no way of storing the car until it comes back.
Is it really worth the headache? The fuel tank is really buried in there so you'd have to remove the drive shaft and maybe rear end to get to it. It's pretty simple to swap out just the fuel pump module.

I've thought about it a long time and not sure if there's an easy fix. Short of replacing the elastic I'm not sure there's anything that can be done. One could remove the head liner and replace the elastic from behind but that would entail removing the entire net assembly too.
