Any advice on a scratched dash?

My dash seems to scratch at the lightest touch. Has anyone had success in painting his dash? It is very distracting to have a great looking car with a messed up interior. Thanks for any help.

bump - i did a search for taking the stock finish off and couldn't come up with anything. Anyone know the best way to get a dash prepped for paint??

I've found the easiest way is to use Easy Off or Denatured Alcohol then lightly sand before painting with fine sandpaper.
