employee pricing question

Okay maybe this is the lawyer in me, but I've been watching television tonight and I have seen commercial after commercial for Dodge and Chrysler. They are advertising like crazy right now for the Chicago auto show. Each and every commercial has said that they are offering Employee Pricing on ALL vehicles. I tivoed one of them like four times. The only disclaimer was "Residency restrictions apply" How is an ACR a residency restriction? What is a residency restriction anyway? I think it is false advertising to a sort to say "residency restriction" when it applies only to ACR's? Is there somewhere where it doesn't apply to ACRs? Do I need to be a resident of a different country. Sounds like a legal controversy of fact. So who's retaining me?
