Releasing cable tension on E-Brake

Wanting to remove the e-brake caliper on a 2003, but before I do, how do I release the tension on the cable.

(1) I have the center bezel off and the lever is down.
(2) According to the manual, it says to grab the cable and release the tension, this is where I'm confused? Nothing in the cavity looks like the manual? Do I need too remove the center tunnel cover too?
(3 If I just take the caliper off, will the cable just release? Thanks for any input guys!

Has long as the handle is Down, there is nothing to do up front. What I do is push the arm toward the cable so the ferrule at the end on the cable is loose. With a sall screwdriver I pop it out from where it locked in to the arm. Unbolt the caliper and remove it.
