TNT Head Modificatons

I have a stock 98 GTS motor, with headers/exhaust/Mopar perf comp./intake. I was wondering which Stage (1,2, or 3) of head modifications by TNT would be reccomended for my mostly stock motor? Also, if I performed head mods, would it be reccomended to change to 1.7 ratio rocker arms?
