no way 75K - you can do better.
if you're patient enough you'll find a collector sooner or later in a must sell situation that'll let a mint one go for high 50s low 60s
i'd keep asking around if i were you - you'll come across a deal sooner or later. JMHO
you plan on this being a long time keeper?
But having a car and not driving, I would never be able to do it.

I seriously doubt that will happen. Generally the people who can afford to buy a brand new Viper back in 96', and not drive it for 10 years. Dont suddenly get "hard up" for $65k. Supply and demand my friend...
Is it worth $75k??? The real question is, Can you find another one for less with the same miles???? Probably not... So, I would pay $75k for it.. But having a car and not driving, I would never be able to do it.

I hear your point. yes & no. I don't know where Jeff has drawn the line as to what is low mileage & what isn't. Yes, 39 miles is rare - maybe unlikely to surface again soon. BUT, another '96 with under 3K could easily arise. Is that still considered new? Low 60s is DEFINATELY possible. People get desperate to sell toys all the time. Usually in cash crisis situations, they are the first things to go.
Your comment of "Generally the people who can afford to buy a brand new Viper back in 96', and not drive it for 10 years. Dont suddenly get "hard up" for $65k." can support my position as well. Whats 10K less to someone with lots of $$$ who needs quick cash??
Many ways to look at this. But YES, there are deals out there. If Jeff is patient enough I believe he'll find one. One for LESS than 75K.
That 60k price a couple months back was a large check to write at that the time but could possibly be the lowest priced "new" 96/97 available. Even that b/w 7k mile car that was $52k sure looks like a good deal. As stated before, in my opinion, DC could have killed this appreciation in its tracks if they would have come up with the car that everyone wanted (listed many times before as a "concept" car that everyone loved and if it would have had 700-800 HP, then who the hail would would wanted the Gen 2? IMHO, they've only increased the value for the GEN 1 & 2's by slightly changing the body and keeping the HP very similar to where it started out almost 14 years ago.I bought my 97 B&W in March with 25 miles on it for $60K

I paid 51K for my 97 with 2600 miles in 07/04. It was in excellent condition minus not having the recalls done.
