Here are 3 pictures that should shed some light on what you are seeing:
The first two are before painting and the 3rd is after paint. If you look close you will see the rear fascia is still in place. I could not find a picture from the rear. You will have to take my word that they mask it and paint it black. Note the silver rear fascia is from a 2003 SRT that was getting some special treatment.

Ok, that sheds a light on it....

But, now we have another problem. Why is the lower underside of the rear fascia not striped.
It's there when they paint it.... but they don't so it has nothing to do with not aligning properly.

So the stripes are done with a tape job? I thought I read somewhere they used some special laser to align the stripes. Maybe the use the laser to apply the tape?

Lasers were for aligning the tape. That is what ASC used for Gen II's.

I was told they do not stripe the lower fascia because it did not look good the way the stripe terminated. I was also told they could stripe through the lic plate area for a few more dollars (did not get a real cost).

I agree that is strange.

They apply a water soluable coating on the car to prevent overspray issues.
