Missing power steering rack bushing lower washers??

Anyone care to check your car to see if it's missing the washers on the bottom of your steering rack bushings? You will have to look with a light to see and don't confuse the shims for the washer...... I just replaced my rubber bushings and found my car only had the shims on the bottom with no lower washer at all. I'm curious if anyone else has changed out to solid bushings and found this to be the case also.

Here is what I am talking about......notice the rubber bushing is slightly bulging down from the gap in the shims
