Rusty headers

I've noticed that my 97gts stock headers have some light surface rust on them under the heat shields. Is this normal, and does it affect the performance adversely?

More importantly... Is it time to get new headers? Would be easier to explain to the wife if it is "necessary".

Tell your wife that they are REAL BAD and you need to replace them right away!!
The light scale on the exhaust is normal.
