Who runs the classifieds? How do I extend a current ad?

I want to extend my advertisement:

Solid Silver 98 GTS - ViperClub Classifieds

but cannot figure out how to do it. Am I stuck placing a new ad when it runs out (which at least would "bump" it to the classifieds home page so would not be horrible), or can I extend a current ad?

Are they reviewed before posted? I placed an ad last night and it disappeared after a minute.
